CIVIC3 // THE TIER ATLASWhat is inside each tier — and why you'd stay
Discover → Develop → Forge → Control → Change. Five tiers, five different games. Each owns one reward class available at no other scope, so the ladder is a choice about which game you want to play, not a queue you wait in. Nothing on this page is authored here — every row reads from the god-sheet, the Bestiary, the Output Matrix or Core Systems §4.
Why specialists need each other. The exclusives are non-substitutable and mutually amplifying. A Tier 1 hunter holds Crew a Tier 4 player cannot go and get. A Tier 2 developer owns a build nobody above them can make. A Tier 3 litigator makes precedent that protects everyone below. A Tier 4 holder amplifies all three and produces almost nothing alone. A Tier 5 officeholder can change the rules all four operate under. Climbing gives you greater reach. Staying makes you indispensable. The endgame is not one player at Tier 5 — it is a bloc that covers all five. Public read-only record. If a figure here disagrees with a source file, the source file is right.
