CIVIC3The Loadout
All 27 amendments, one collapsed row each. Click a row to drill into its tier-by-tier forge chain — same underlying cards as the Loadout Developer Registry, just condensed so the whole shape of the Constitution fits on one screen. Every amendment now also carries a Power Profile (Attack/Defense/Economic/CCS radar — mostly unscored on purpose, edit as you go) and a growable Case Exhibits locker (+ Add Exhibit, blank axes stay unscored, never guessed). Edits persist locally and can be exported/imported as backup. Rows with near-zero gameplay combat weight are visually muted, not deleted.

Why this exists: the Loadout Developer Registry is the correct place to edit card numbers, and the wrong place to browse "what does the whole Constitution look like." This view answers that instead — 27 rows collapsed, expand any one into its own peak. No new data lives here: this is a grouped rendering of the same registry rows by family and stage, plus an import button so a fresher Registry export can re-populate any amendment the moment it's actually forged.

The operating environment institutions sit inside — standing doctrines with lasting, cross-amendment consequences. Not a constitutional score. Not a political score. Context, not verdict. Ported verbatim from the Civic Operations Map's own schema — one source of truth, not a second one invented for this screen.
